Abstract
The essay analyses the fragmentation of the collective bargaining system, also related to the discord within employers' and employees' Unions, which is been increasing since the conclusion of the agreement of November 21, 2012. The contents of this agreement are critically analyzed: it is affirmed that the goals of firms' productiveness and competitiveness cannot be reached through the measures introduced by the agreement itself.
