Abstract
The Author analyses the subject of E.B. with a focus on the meaning and implications of their institutional recognition. The Author gives a positive evaluation of the new E.B. as they answer a precise and strategic need of the labour market; however he focuses the attention on the real problem posed by the diminishing power attributed to the trade unions as a result of the Italian Government project. The most worrying part of it is the fact that trade unions are confined at the end of the process in the management of the single individual situation, thus excluding trade unions from the overall management and decision making process for the labour market.
