Abstract
In this analysis of the E.B., the Author starts by identifying the characteristic of these bodies, the coexistence of two separate poles of interest and their capability to sustain and guarantee employees rights under labour law. After an analysis of the nature and role of the E.B., the Author recognizes the existence of a progressive "institutionalization" of the E.B.. Starting from this point of view, the Author analyses the impact that the Act n. 30/2003 might have, listing both the clear and obscure parts of the law while focusing on aspects such as the managing of the training process and the involvement of the E.B. in certifying employment relationships.
