Abstract
The author presents the E.B. as an organism which represents persons with different aims, trade unions and employers, but capable to satisfy the common interests of his members. In the past the E.B. office's experiences were not relevant but now the legislator is interested in their possible role on the labour market. According to the author, the trade union model has changed, there is a revival of E.B., but he thinks that it is not possible for the E.B. to be the positive answer to trade unions weakness, because his role is marginal and it's not clear how the legislator could regulate the functions of that office.
