"Administration by society" and the rising of the principle of social subsidiarity

Abstract
Along the path laid down by Feliciano Benvenuti, Giorgio Pastori aims at building an administration "by" society beyond an administration "serving" society. In this perspective this essay points to deepen, throughout his work, the rising of the principle of subsidiarity, in its "social" (or "horizontal") meaning, before and after its express recognition in the Constitution, the awareness of the implications and, at the same time, of a possible "dark side" of the principle, and the guaranties therefore required as conterbalance, and finally drafts the heritage of his lesson in the current law in action.
