Abstract
The paper, starting from the euro-national digital transformation framework, focuses on digital governance in the Lombardy Region. It aims at highlighting its features in respect of participatory planning according to the perspective of both, the open-data and the data-driven public policy approaches towards a new «form of Region», where digitalisation becomes the «functional intermediary» between the Region and its community.
