Abstract

The essay analyzes the reforms in the area of social inclusion announced by the Italian PNRR (Recovery and Resilience Plan), linking the challenges that today await the welfare system and the framework outlined over twenty years ago by the law 328/2000 (related to the implementation of an integrated system of interventions and social services). A particular attention is given to the integration of different policies (such as health and social assistance), the planning and the co-design of interventions with third sector organisations and their financing. Additionally, the essay highlights how the law 328/2000 has guided the transformations that affected social services in the last two decades, as well as the influence that it still exercises today in the planning and in the organization of social services and for the expected reforms, to be adopted in the framework of the PNRR.
