Abstract
Starting from a diachronic analysis on the progressive expansion of European law in the field of territorial government, the contribution aims at highlighting some recent transformations in relation to the existing relationship between the categories of territory and State sovereignty, reflecting, in the end, on the increasingly reduced role that the Italian State has exercised in this sector. In the face of the new process of European integration, inaugurated by the Green Deal, a question arises: will the State be content to be a Planner State, or will it regain its role as Legislator?
