Abstract
The paper analyses the justification of legislation, mainly from the point of view of legal reasoning, focusing in particular on the legislative process, which increasingly resembles an administrative activity. Special attention is also paid to the recent experience of Tuscany, the only region in the Italian legal system where the justification of legislation is provided by law
