Abstract

This paper aims to examine the legislative innovations adopted by Emilia- Romagna Region in the field of territorial governance in order to clearly orient urban planning policies towards the reuse and regeneration of the existing urban patterns, instead of the progressive urban sprawl and scattering that continues to mark the regional administrative experience, and in order to remove, or at least reduce, the severe administrative and economic burdens that affect initiatives on existing buildings rather than new constructions.
