Abstract
The political framework on which the constitutional design of regional autonomy was originally based has profoundly changed. The constitutional court could seek to base its jurisprudence on the merits, that is, on the reasonableness of regional legislative choices rather than on abstract patterns of defining the system of relations between State law and regional autonomy.
