Abstract
The article examines the digital divide in Puglia and the measures taken to address it, highlighting how internet access has become essential for exercising citizenship rights in the digital age. Despite infrastructural progress, the Region still faces a significant cultural digital divide. Regional laws and the National Recovery and Resilience Plan (NRRP) aim to improve citizens’ access and digital skills, but infrastructural challenges persist, especially in internal areas, raising the question of whether internet access should be recognized as a constitutional social right to ensure effective digital inclusion.
