Abstract
The essay tracks of the evolution of provincial administration since the unification of Italy and emphasizes its constitutional meaning as a deep integration between State and society. Nowadays, after the deconstruction of the traditional role of the provincial administration following the l. 56/2014, Provinces should be conceived as technical offices able to collect functions that municipalities cannot deal with effectively. This goal requires an improvement of regulatory power of Regions in order to the allocation of administrative functions.
