Abstract
In time, the growth of immigration determined a sense of insecurity among citizens. In this context, some Mayors have adopted «contingent and urgent ordinances», under sections 50 and 54 of legislative decree 267/2000, to forbid the coming in of new migrants. The essay examines the reasons why a multilevel governance, coordinating public authorities such as prefects and mayors, is necessary to prevent the enactment of ordinances in violation of the fundamental rights of the migrants.
