Immigration and inclusion in the experience of Piedmont: Opportunities and limits for the regional legislative power

Abstract

The paper focuses on the experience of the Piedmont Region and its policies regarding immigration. After a presentation of the statistics on the evolution of the immigration phenomenon and the reception of migrants in this Region, the work examines the main legislative acts adopted in this regard by the Region, in the exercise of its competences pursuant to art. 117, paragraphs 3 and 4, of the Constitution, and subsequently the administrative acts and policies implemented by the regional Government, specially n the last two legislatures. Finally, the paper highlights how sentence no. 194/2019 of the Constitutional Court on the «Salvini decree» regarding immigration and public security – entails limits, but also opportunities for the regional legislative power in this matter for the future.
