Abstract
This paper presents an overview as to the role played by the Piedmont Region in fighting the pandemics. Within the context of a convoluted legal framework, Italian Regions, including Piedmont, adopted a wide range of different measures, concerning both social distancing and the restructuring of the healthcare system. While the former often overlapped with national ones, sometimes preempting and sometimes lagging behind the ones issued at national level by the President of the Council of Ministers, the latter provide a more reliable account of how the Region reacted to the emergency situation. In particular, they show that Piedmont, as other Regions in Italy, was lacking robust primary care facilities at local level when the pandemics erupted.
