Abstract
The article shows the mechanisms of participation in the law-making process in Canada. Special attention has been devoted to the specific tools such as referendum and initiative. However Canada does not seem to be very reactive to these instruments of direct democracy, rather it pays much attention to the role of Parliaments, where the most part of negotiations takes place through consultations and action of lobbies.
