Abstract
The identification of the ministers of religion, in today's multi-ethnic and multi-faith society, proves to be much harder than in the past, when there was a small number of religious denominations with a significant number of members. Today's difficulties and uncertainties - as regards religious denominations without an "Intesa" - are also due to the fact that they are still regulated by a law approved during the Fascist era. Further problems are being posed by some recent decisions by the Council of State, concerning the government approval of the ministers of religion, which are characterized by the Public Administration's excessive discretional power and by a significant State interference.
