Abstract
Starting from the recent constitutional reform of February 2022, the essay proposes a reflection on the new role of Public Agencies for environmental protection and focuses on the clash between their functional needs and the regulatory framework applied to their executives (especially to “environmental managerµ). This clash leads to inequalities and conflicts among employees as well as various operational inefficiencies of Public Agencies
