Abstract
Considering the substantial marginalisation of the Italian Regions in the preparation and implementation of the Italian NRRP, the paper proposes to investigate, in a comparative perspective, whether this condition has also occurred in other European Regions. The drafting phase of the NRRP of the main Member States will therefore be examined, as well as the initial implementation and monitoring phases, in order to highlight the role that the State has reserved for regional and local authorities. A look at the experience of other countries may be useful to understand whether effective instruments of interrelation between central and territorial institutions have been prepared and tested: these considerations could be taken as a reference by our system in order to overcome the lack of collaboration mechanisms
