Some of coordination profiles between State, Region and Local government for the implementation of the PNRR in Emilia-Romagna

Abstract

In this article, authors have focused on some profiles of lack of coordination between State and Regions in the implementation of the PNRR. The first part dealt with the issue of the substantial exclusion of Regions from most of the dynamics of the PNRR. In fact, regulatory decisions are taken at the European Union level and implemented mainly with Government acts, which excludes Parliament and Regions, while the implementation of works and use of funds takes place at local level. This situation causes problems of coordination between State and local authorities. For example, the article gives an account of a regional law implementing the PNRR, challenged by the national government. The article also gives an account of virtuous practices which have been used in Emilia-Romagna, precisely to overcome the aforementioned problems, for example, «thousand experts» project and the «control room».
