Abstract

The Next Generation EU could have represented an opportunity to rethink the European Union and its member countries in an inclusive capacity, built through a shared and participatory strategic and economic vision. To not include national Parliaments in the European forum and Regions in the national one has led not only to a lack of political representation, but also to a difficult implementation on the ground of the goals of NGEU and NRRP. This arrangement has also affected the implementation of Mission 6-Health on the regional territory. The latter is the mission that enjoys the least funding, although the NRRP took its cue from the pandemic crisis, and suffers from a strong qualitative differentiation due to the territorial gaps present in Italy. In Lazio, however, Mission 6 has found advanced legislation, which has already found several changes present in society: attention to prevention, an integrated vision of social welfare services, involving policies that attempt to provide a response to the aging population and the inclusion of the disabled.
