Abstract

The choices and organizational dynamics adopted over the years by the Piedmont Region in the field of healthcare have led, today, to a differentiation in protection, despite a common threshold of protection that must be guaranteed to everyone by public authorities. This begins with an awareness of the unequal distribution of interests and human conditions, needs, and powers. To avoid inadequacies and differentiations affecting the responses that the legal system is called upon to provide, it is necessary to have a full understanding of the fact that the guarantee of social rights, including the right to health, falls within those strictly political decisions that concern the substantive dimension of democracy..
