Abstract
The essay deals with the issue of migrants’ linguistic rights, focusing on the contribution of the Italian Regions. Starting from the examination of the latest legislation, the Author focuses on the distribution of competences between the State and the Regions regarding «immigration» and «linguistic minorities» after the reform of Title V of the Constitution, investigating the topics in which regional laws could intervene to guarantee the «new minorities ». The study focuses on the experience of Lombardy and on the latest initiatives aimed at protecting linguistic rights, highlighting their critical issues but also their unexpressed potential.
